Ofc he wasn't all that bad. I mean, he clearly cares for the Franky Family members. Usually if they were a villain, they wouldn't care for their members. But he cared so much he would fight anyone. And Iceberg said they're dismantlers and bounty hunters so they don't actually do any harm except when Franky goes on his rampages, but I don't think that happens a whole lot or injures any civilians.
